The Supplemental Nutrition Assistance Program (SNAP) has helped more than 41 million Americans attain food security, according to the United States Department of Agriculture (USDA). SNAP provides monthly financial assistance to low-income and poor households to purchase fresh food and groceries through food stamps.
Though it's a federal program, SNAP is supervised by the states with its own rules and eligibility requirements. According to the Census Bureau, the method by which benefits are determined varies considerably from one state to another.
Some states impose a "savings test" or asset restriction in connection with benefits or expedited benefits, requiring SNAP applicants to have less cash than the amount of money and other assets they have on hand.
However, the majority of households applying for SNAP benefits in New York no longer have to pass a financial exam. As a result, the household's stock, savings, and retirement funds are not included in determining eligibility.
