Shooter allegedly fired at the baby's parents over a $100 drug debt

A 7-month-old boy was wounded during a broad daylight shooting by a cold-blooded woman who told his panicking, teenage mother: "F--- your baby, bitch!"

The shocking scene on a Philadelphia sidewalk was caught on video by a neighbor's surveillance camera, which helped lead to the arrest of Dominique Billips, 28, police said Saturday.

Tips poured in after the "very disturbing" recording was released Friday. An investigation revealed the attack was sparked by a $100 drug debt, police Lt. Dennis Rosenbaum told reporters.

The surveillance video allegedly shows Billips walking up to the baby's parents on the 4000 block of Meridian Street around 6 p.m. Thursday and firing a 9mm handgun at the father, who ran away as Billips allegedly followed him and fired again.

Billips then allegedly turned and fired a third round at the mother, apparently hitting her baby in his leg before Billlips allegedly continued after the father.

When the mom said something inaudible, Billips allegedly stopped in her tracks, turned around and said, "What?"

That promoted the anguished teen to wail, "My baby!"

"F-- your baby, bitch!" Billips allegedly snapped at her before crossing the street and leaving the scene.

Rosenbaum called the incident "mind-boggling."

"What makes you, you know, walk up to somebody with a stroller and shoot?" he asked.

A neighbor took the wounded boy to a local hospital where he was doing "fine," Rosenbaum said,

Billips was arrested without incident after police tracked her to a house about three miles away where she came out and surrendered, Rosenbaum said.

Billips was charged with three counts of aggravated assault and related offenses, Rosenbaum said.
