Staten Island Clown Creeps Out Residents: Unknown Citizen Dressed in Yellow Costume Holds Balloons, Doesn't Speak (PHOTOS)

Staten Island residents have recently spied a creepy-looking clown around town.

A person dressed in full, head-to-toe clown regalia has been walking around at night waving yellow and green balloons, according to a report by TIME.

Eyewitnesses have described the clown as wearing a yellow suit with a white and blue striped puffy collar, with a white painted face, bald head and red clown nose. He has also been seen wearing big red shoes.

Staten Island Instagram user Realvinnocente posted a photo of the clown on Arthur Kill Road, Sunday evening.

"I just got freaked out coming home from the studio in Tottenville #weirdo," Realvinnocente wrote.

This isn't the first time someone has dressed up in clown gear - a man in the British town of Northampton was frequently seen in the East Midland region of the city roaming the area.

The man reportedly painted arched eyebrows and menacing black rings around his eyes to mimic Pennywise from the film adaptation of Stephen King's IT.

The Independent reported in Sept. 2013 that the man, who held a clown teddy when he showed up around town, "just stared at people."

The clown was seen so frequently around Northampton that residents launched a Facebook page, as well as a #northamptonclown hashtag.

On the Facebook page, the clown insisted he was friendly.

"If what I am doing does get too much for people, I will have to stop," he wrote at the time.
